Professor Merkel came to Western State from the University of Virginia School of Law, where he co-directed the Legal Research and Writing program for several years. Earlier, he served as directing attorney for the Georgia Legal Services Program in Savannah. In law school, he served as a research assistant for the National Clearinghouse for Criminal Justice Planning and Architecture, and as managing editor of the Illinois Bar Journal Recent Decisions. Professor Merkel has written a number of articles and co-authored two monographs
